Strengthening Political Stewardship

BHECO aims to improve local MNH outcomes in South Sudan by:

  1. Strengthening Local Health Leadership: Building capacity of local health leaders, particularly women, to effectively manage and oversee MNH services.
  2. Enhancing Health Service Delivery: Improving access to quality MNH services, including antenatal care, delivery, and postnatal care, in rural and hard-to-reach areas.
  3. Fostering Community Engagement: Promoting community involvement and participation in MNH service planning, delivery, and oversight.
  4. Supporting Health Policy and Planning: Strengthening health policy and planning at the local level, including budgeting and resource allocation for MNH services.

The Challenges
  1. Frequent turnover in local government due to elections, political appointments, and creation of new states and counties.
  2. Limited health sector experience among new political appointees, such as County Commissioners and State Ministers of Health.
  3. Need for technical support in health oversight roles, particularly in rural areas.
Approach
  1. Foster Collaborative Relationships: Develop professional relationships between local political actors, health facility staff, and community health leaders.
  2. Mentorship and Orientation: Support new political leaders and county health management team staff to understand their health oversight responsibilities and build their capacity.
Goal
  • Enhance service delivery and promote sustainability of MNH services in rural areas
  • Strengthen local health leadership capacity, particularly among women leaders
  • Improve local MNH outcomes, reducing maternal and newborn mortality rates in line with the Sustainable Development Goals (SDGs) and the South Sudan National Health Policy
