Responsive governance and accountable leadership are critical for strong and resilient primary health care systems and delivery of high quality essential maternal, newborn and child health, reproductive health and family planning. BHECO provide technical assistance to County Health Department, health facility staff, frontline health workers, community actors and civil society to deliver sustainable and responsive services.
BHECO work with governments at national, state and County level to increase Community engagement for better accountability and strengthen local capacity to develop referral systems between the community and health facilities to deliver timely, quality and essential services. BHECO partnered with local governments to strengthen leadership, governance and financial management in order to improve livelihoods, health and nutrition outcomes, and agricultural support services for women of reproductive age and their children.

The health workers were initially taken through the classroom basic resuscitation knowledge. The classroom knowledge is followed by hands on skills through paired demonstrations using the mannequins and return demonstrations by participants and clinical management.
BHECOs basic knowledge and skill is followed by training of the health workers and BHI workers trainee on teaching methodology, assessment of participants, scoring using observation check lists for bag and mask for psychomotor and Objective Structural clinical examination (OSCE) A and B respectively. The training is always facilitated by the TOT including the practiced teaching and learning skills based on the adult learning principles. They are able to assess knowledge gaps, prioritize and develop action points, as well as make recommendations.
